Project Overview

The East Los Angeles Community Union (TELACU), a non-profit community development corporation (CDC) with over 40 years experience serving Hispanic families will partner with Urban Strategies LLC to provide training to over 50 faith based and community organizations (FBCOs) that serve low income Latino communities in Los Angeles County – the targeted service area where the poverty rate is 37.6%, higher than the state (32.1%) and nation (31.2%).   With nearly 40% of the county’s residents unable to meet their basic needs, the project team will provide training to FBOCs to enhance: 1) leadership capabilities; 2) organizational functioning); 3) program development and outcomes; and 4) community outreach.

TELACU and Urban Strategies (the Project Team) will provide additional in-depth and on-going individualized technical assistance to 15 FBCOs that compete successfully for a total of $200,000 in sub-awards. These FBCOs will gain capacity to implement evidence-based successful antipoverty strategies and receive additional, one-on-one training in one or more of the four critical capacity building areas identified above. The primary foci of sub-awards will be capacity building in: 1) asset formation, benefit enhancement, and financial literacy programs among low-income Latino adults; 2) helping low-income individuals gain job readiness skills needed to secure and retain employment and 3) mentoring and other strategies focused on high-risk Latino youth to help them achieve academically and avoid unhealthy behaviors and associations.

The objectives of the project include: 1) leaders from 50 FBCOs will receive 18 hours of capacity-building training, of whom 80% will gain ability to increase capacity in two or more of the four critical areas identified by CCF; and 2) Eighty percent (80%) of 15 FBCOs receiving sub-awards will increase capacity to conduct asset formation, job readiness skill building, and youth mentoring and supportive service programs.
